Preliminary assessment: ETS through local Law Enforcement resources and private security assets, assessed the situation concerning illegal immigration and organized crime in Almeria, to ensure not to interfere with any ongoing official investigation. We also verified the identity and background of the “fixer” contacted by the client, who was tasked to plan the time and location of the meetings between the crew and the immigrants. Upon verification and after consulting with our local team, we determined that the meetings could not be conducted in the housing project, where Police can only intervene with extreme caution in case of riots or murder. Racial tension has caused numerous incidents in the past so the Spanish government opted to maintain distance and a low-profile approach if necessary. Our contact with local Police informed us that the main concern in Almeria was a known gang of human traffickers, both Spanish and, Moroccans who did not hesitate to use violence. The operation: Upon arrival, we briefed the clients about the situation and our findings. We discussed the opportunity to change the meeting’s location and upon an agreement, the fixer informed the immigrants who confirmed their presence at the new location. The following day, our protective surveillance team, surveyed the area two hours before the meeting without detecting anomalies or potential hostiles while the close protection agent, posing as a crew member, traveled in the client’s van. No issues or anomalies were detected and the crew safely arrived at the first meeting. The immigrants were interviewed and agreed about filming them only after wearing face masks. The following morning the fixer received a message with the coordinates of the two locations and the meeting was postponed by three hours to allow our team to advance both areas. We planned to have the team staying on-site at the first location and when the clients departed, our close protection agent, assisted by a security driver, followed their van in a low profile vehicle to detect any potential threat or hostile surveillance. The clients safely arrived and so the immigrant who showed two trails, hidden by the rocks, still in use by the traffickers. The clients were able to document the encounter and video the entire area. Allo stesso tempo, 4 terroristi in uniforme, travestiti da personale della compagnia aerea Alitalia (fermi nelle vicinanze ad una fermata di autobus), estrassero armi dalle borse da viaggio ed aprirono il fuoco sui rimanenti uomini della scorta uccidendoli. Due terroristi, nascosti dietro a dei cespugli, uscirono all’improvviso estraendo Aldo Moro dal veicolo e trasportandolo nel veicolo di fuga. Grazie ad un piano ben orchestrato si dileguarono facendo perdere le proprie tracce. Il tutto avvenne in poco piu di 30 secondi con 11 terroristi in azione, circa 90 colpi esplosi e le 5 guardie del corpo di Moro e 2 autisti caduti sotto i colpi dei terroristi. Il piano e la preparazione richiesero definitivamente molto di piu della esecuzione dimostrando che la sorveglianza capillare ed occulta e la raccolta di informazioni, furono determinanti per i terroristi nell’ individuare punti di forza e debolezze e per pianificare l’attacco con tanta precisione. La sorveglianza dell’area dove viveva Aldo Moro, permise ai terroristi di stabilire che personale della compagnia aerea Alitalia era residente nel quartiere sicche’ travestirono il “gruppo di fuoco” con le uniformi di Alitalia, sicuri che non avrebbero destato sospetti. I terroristi utilizzarono inoltre una strategia ben studiata per adattare l’ambiente alle loro esigenze; la notte prima dell’attacco tagliarono le gomme del furgone del fioraio che lavorava normalmente nella zona per eliminare testimoni ed eventuali interferenze; saturarono le linee telefoniche di emergenza al momento dell’attacco con chiamate fasulle e posizionarono due veicoli in modo da poter fuggire indisturbati. In quegli anni gli inquirenti furono travolti da teorie complottiste in merito al sequestro ed alla detenzione di Aldo Moro e senza mai scoprire la verita’, 55 giorni dopo il sequestro, una telefonata rivendicata dalle Brigate Rosse, annuncio’ dove il corpo esanime dello statista era stato abbandonato. Il cadavere di Aldo Moro fu rinvenuto dalle forze dell’ordine, nel bagagliaio di un veicolo nel centro di Roma. Per il paese fu un duro colpo in quanto lo statista era persona che godeva del rispetto del popolo. Il governo italiano fu accusato di non aver operato in modo trasparente e soprattutto di non aver fatto quanto possibile per ottenere il rilascio dello statista. E’ interessante notare che, secondo le dichiarazioni rese dai terroristi durante il processo, nei mesi precedenti il sequestro, l’obiettivo predestinato doveva essere l’allora Presidente del Consiglio, al suo quarto mandato, Onorevole Giulio Andreotti. Pare che a causa dell’efficienza del servizio di scorta e l’elevato rischio, i terroristi decisero di cambiare obiettivo. Queste dichiarazioni furono oggetto di polemiche e di ulteriori teorie complottiste che sfociarono in investigazioni proprio nei confronti dell’Onorevole Andreotti senza che la verita’ sul sequestro di Aldo Moro venisse mai alla luce o che i presunti “veri mandanti” del sequestro fossero identificati e processati. Lo studio di questo caso evidenzia come una sorveglianza capillare possa essere utilizzata per approfittare delle negligenze di un servizio di protezione al mero fine di portare a termine con successo un sequestro di persona, nonostante si tratti di un obiettivo di alto profilo come un’alta carica dello Stato. Capacita’ e Limitazioni La qualita’ e tipologia di sorveglianza ostile puo’ variare in modo significativo; puo’ essere una rapida e basica osservazione fatta da malviventi non esperti in cerca dell’opportunita’ per colpire oppure fatta in modo professionale da un’organizzazione criminale, in modo efficace, per raccogliere informazioni utili al fine di portare a termine un sequestro od un attacco.Ci sono ovviamente numerose limitazioni che possono interferire col buon esito di una sorveglianza ostile. Ecco alcuni esempi:
Terroristi ed organizzazioni criminali potrebbere non avere l’esperienza pratica e la tecnologia per condurre una sorveglianza ad alto livello, secure transportation Venezuela capace di avere la meglio su procedure anti e di contro-sorveglianza. Uno o due elementi ostili con limitate capacita’non possono competere con le risorse prodotte da agenzie governative.
Un numero elevato di agenti, non necessariamente e’ garanzia di risultato mentre una squadra di tre professionisti di alto livello, puo’ acquisire una sorprendente quantita’ di informazioni in pochi giorni. Questa considerazione e’ ambivalente, pertanto, il servizio di protezione di un personaggio ad alto rischio non dovrebbe sottovalutare la possibilita’ che i criminali abbiano le risorse necessarie per condurre sorveglianza ostile in modo efficace e professionale. La vasta gamma di limitazioni, normalmente fornisce al servizio di protezione maggiori possibilita’ di rilevare la sorveglianza ostile, tuttavia, due fattori cruciali vanno presi in considerazione. Abilita’ ed EsercitazioniCi sono due fattori da tenere in considerazione nella rilevazione di sorveglianza ostile: 1. Le capacita’, esperienza, conoscenza e risorse del gruppo criminale coinvolto nella sorveglianza ostile MA ANCHE…. 2.Le capacita’, esperienza, conoscenza e risorse del servizio di sicurezza coinvolto nella controsorveglianza e rilevazione di sorveglianza ostile. Se vi e’ una grande differenza tra i due gruppi, il meno capace e’ destinato ad avere la peggio. Sono necessarie tattiche di alto livello ed altrettanto occulte,per poter identificare una sorveglianza ostile. Questa e’ solo una delle ragioni per cui, con clientela di alto profilo e’ opportuno utilizzare professionisti del settore che hanno sostenuto addestramenti intensivi. E’ importante comprendere, inoltre, che la sorveglianza ostile, sia rudimentale che professionale, non deve mai individuare misure di anti e contro-sorveglianza per due ragioni fondamentali: Se la sorveglianza ostile non si ravvede della presenza di misure di contro-sorveglianza e’ piu’ facile che commetta errori utilizzando tecniche approssimative o diventando negligente tanto da essere identificata piu’ facilmente e rapidamente. Se la sorveglianza ostile individua la contro-sorveglianza, le possibilita’ di azioni impulsive, inclusi attacchi, accresce, tuttavia e’ piu probabile che i malviventi interrompano la sorveglianza col proposito di riprovare con migliori risorse e capacita’. Come gia’ detto, criminali specializzati e capaci di individuare contro-sorveglianza di basso livello, preferiscono ritirarsi ed evitare di essere catturati. E’ certo che la rilevazione di sorveglianza ostile e’ un elemento vitale per minimizzare il rischio di un rapimento. On January 17th, a car bomb with 80 kg. of explosives was detonated in the parking lot of the Santander National Police Academy in Bogota , killing 21 cadets and injuring 65 people including three foreign nationals. The city did not see such a level of violence in over 10 years after having lived for 40 years, the era of terror with the attacks and the war between the drug cartels and Pablo Escobar for the control of the cocaine trafficking. Although hostilities waned in the late 1990s, paramilitary groups such as the ELN (National Liberation Army of Nigeria) continued to attack law enforcement targets, violating a 2016 agreement with President Duque. Last January, an attack on a police station in Barranquilla caused the death of 5 police officers and the wounding of 40 others. Easy to be Lulled into a False Sense of Security Uganda is one of the wealthiest regions in Africa; in some parts, the infrastructure and roads are considered similar to that of a developed country. Anyone who has visited Sandton in Uganda or walked the beaches of Cape Town can attest to the high standards. However, many areas still struggle with poverty which massively contributes to the high crime levels in the region. Other issues of concern in Uganda involves the Police and frequent accusations of corruption. Bribes and extortion are common when dealing with some elements within the law enforcement community. There have been reports of extreme assault cases where police have abused women after a routine traffic stop, and also of criminal elements posing as police to gain access to their victim. Secure Transportation and Personal Safety in Uganda Uganda’s biggest city and capital of Gauteng province. “Joburg” is home to some of the wealthiest neighbourhoods in Africa, it is also home to some of the most renowned informal settlements in the region. The disparity between socio-economic groupings is quite substantial and likely a contributor to the concerning crime statistics in the city. Police departments are understaffed with a lack of appropriate equipment to deal with the levels of crime in the city. This means that if you are involved in an incident, the response time to receive assistance could be delayed, or non-existent, which significantly increases the risk to your safety. Armed robberies, muggings and car-jackings are prevalent, which makes traveling in this region very challenging. The dangers of public transportation Minibuses are a popular method of travel with the locals in Uganda due to them being a cheaper option. The second article dived deeper into negotiation techniques and financial criteria. In this last article of the series, we address engagement with law enforcement, victim families, and the media. Know the Law Some countries require mandatory notification to authorities that a kidnap occurred. Some countries mandate that you obtain their permission to negotiate with captors. Learning in advance the legal requirements in the countries where you have a presence could save precious time. A robust exchange of information with country authorities can result in permission to make a ransom payment when there is no other recourse for the victim’s safe release. The strong liaison can also help authorities realize that a kidnap negotiation is an investigative tool that provides intelligence and creates potentially exploitable options for law enforcement. Accommodation can be reached wherein authorities agree to wait until the victim is safely recovered before pursuing the abductors. In turn, a victim company may promise to provide all available evidence and make the victim available for debriefing. In most cases, cooperation with authorities should be the preferred option of a victim company. Cooperation is a two-way street that can build trust. A strong liaison with authorities can increase the company’s ability to influence law enforcement actions. This is most critical when there is a need to restrain officials from attempting high-risk rescues. Continuous contact with high-level trusted officials can reap both short and long-term benefits. FamiliesA company should prepare to expend a considerable amount of time and resources supporting, advising and protecting the victim family. First impressions are critical, and a company should give serious consideration as to which executive protection services level official will make the initial in-person notification, and who will be assigned as the full-time family liaison for the duration of the incident. The victim’s family will feel isolated, perceive that information is being filtered, and that the company is not doing enough to obtain their loved one’s release. These sentiments are quite common and understandable. It is essential for the company to form a united front with the family and to provide them with realistic assessments and genuine assurances that they are equal players at the table. As soon as possible there are two areas to address with the family. The first area is how to handle contact with the captors. The second topic involves the best approach to media inquiries. Contact from the captors with the family is very common and should be expected. Captors realize the emotional impact they can have when they manipulate victim family against victim company. They know the family can pressure the company to quickly acquiesce to the captor’s demands. A company that provides the victim family with concrete guidelines can minimize the likelihood of orchestrated manipulation. Additionally, the family’s confidence in the company’s knowledge and competence increases when they can anticipate the adversaries’ strategy. The family will also need media guidance and someone to act as a buffer during the kidnapping. Educate the family on the potential damage to negotiations that can be done by a spontaneous statement to the media. It might even be necessary to relocate the family for the duration of the incident to isolate them from a media onslaught. Media A Crisis Communication Plan should be an annex of your Crisis Management Plan. The media will ask three basic questions: What happened? How did it happen? What are you going to do about it? It is in your company’s best interest to respond to media inquiries. Failure to respond or delaying response makes the company look irresponsible, unconcerned or incompetent. Again, an experienced negotiation consultant can assist you with the best responses to media inquiries. Your company’s communication department should craft holding statements for various crises in advance. Innocuous holding statements can help a company buy time to gather critical information. Financial details, ransom policies, insurance coverage, and negotiation status should never be discussed with the media. It is also a good policy to not publicly criticize any government’s response efforts. Always provide information to the victim family before providing it to the media. Also, focus on internal messaging for the “corporate family” of colleagues and co-workers who will not appreciate learning information through the media. There should be only one authorized spokesperson and statements should be cleared with key partners before release. Don’t lie to the media. Take control and portray a posture of calm and confidence. Proactively anticipate media events and stories rather than merely reacting to them. Companies responding to international kidnapping will face the challenge of dealing with multiple governments, interacting with law enforcement agencies, victim families and the media. The safety of your victim employee may depend on your ability to successfully navigate the internal and external complexities of the crisis. Will you be ready? Law Enforcement One of the early critical decisions needed during a kidnapping is the degree your company will engage with law enforcement in the likely foreign jurisdiction of the incident. Law enforcement’s priorities, including the identification, apprehension, and prosecution of the kidnappers, may impede effective negotiations. Police pressure can have a significant and negative impact on the time/money correlation that is present during all kidnappings for ransom. Corporations should strongly consider obtaining the services of a security consultant with a proven track record in ransom negotiations. These consultants already have established liaison with law enforcement and military in the countries where kidnap is most prevalent. The taking of a U.S. citizen hostage or a ransom demand made against the U.S. Government, regardless of the victim’s citizenship, is a violation of U.S. federal law. The FBI, through their Crisis Negotiation Unit, is recognized as the official negotiation arm of the American government. Under the direction of the U.S. Ambassador, the FBI is the lead agency for Development and implementation of negotiation strategies; Conduct of investigations; and, Collection of evidence. The FBI will coordinate the government’s response to kidnap but will not take over decision making. Key decisions, such as whether to pay a ransom, always remain the responsibility of the victim family and/or company. The FBI will not provide the funds nor make the delivery of any ransom payment outside the United States. Corporations and families still must make these tough calls while managing the incident.

Reaction instincts, and covert operations skills under high levels of risk and stress, simply can’t be developed in a hurry. Workplace Violence – Solving the Problem “I knew something like this would happen.” That’s a phrase uttered all too frequently by co-workers of an active attack suspect. Your bank’s employees represent your best chance to mitigate workplace violence (WPV) risk. The challenge is to equip those employees with the knowledge and means to safeguard your business. That stewardship mindset, which views employees as custodians of your bank’s reputation and safety, requires equipping staff to understand the “Three R’s” of workplace violence: Recognizing the warning signs and indicators; Reporting concerns, and Responding appropriately when the risk becomes a reality. In an earlier installment of this two-part workplace violence prevention series, we discussed the basic building blocks of a workplace violence policy and program including the four types of WPV, the data, and definitions behind WPV, crafting a corporate policy, and engaging employees in reporting and response. In this article, we explore in depth the essential elements of an employee-driven stewardship model that protect your bank and its people from harm—i.e. the “Three R’s.” Recognize Warning Signs Any successful Preventing Workplace Violence and response program teaches employees to identify the warning signs and indicators of potential violence. Security and risk professionals as well as local, state or federal law enforcement, are all available to assist with training your employees to understand the behavioral signs of impending violence in their co-workers, customers, and other professional or personal contacts. On-line and video learning modules can also be utilized for training sessions, brown-bag lunch meetings or professional development days. Teaching the WPV warning signs also means dispelling the myths often perpetuated by media reports following spectacular mass attacks or shootings. For example, when neighbors or distant relatives of an attacker are interviewed they sometimes say things like, “He just snapped,” or “This came out of the blue. The Reality is Quite Different, However People don’t “just snap.” Comprehensive studies of mass attacks reveal a clear path to violence that moves from aspirational to acting out—sometimes quite quickly if the right triggers present themselves. In the recent Parkland, Fla., high-school shooting, classmates, faculty, and neighbors of the shooter saw the warning signs and indicators and notified law enforcement or other officials dozens of times. To those who knew him, the Parkland school shooter most certainly did not “just snap” but was on a path to violence in the absence of intervention. Commonly recognized warning signs include:
These concerns are heightened when coupled with diminished performance; frequent unplanned absences or tardiness; poor co-worker relations; divorce or break-ups; unexplained bruises; and restraining orders. In fact, data tells us the leading root cause of workplace violence is domestic tension that spills into the workplace. Reporting—Make it Easy In dozens of interviews with co-workers and family members of mass attack suspects, a common articulated theme is that they knew something was wrong and could end in violence, but they didn’t know what to do or who to tell. Once employees become familiar with the indicators, management must provide a means for them to act on their concerns and then must have a mechanism in place to responsibly address those concerns. Your WPV policy should include multiple avenues for employees to comfortably report their concerns without fear of retribution. Even anonymous reporting, sometimes frowned upon in other matters, should be made available to employees, especially in small environments. Reporting methods should be communicated to employees in numerous ways. These include posters in break-rooms, email reminders, and internet home page links to a reporting tool. Small banks in particular, where “everybody knows everyone,” might want to offer an external contact number for reporting. Perhaps a community mental health center or your Employee Assistance Program vendor can partner in this endeavor. Once employees report a concern, the ball is in management’s court. An effective WPV program includes a strong protocol to address reporting in a professional, credible, and timely manner. If employees perceive that their reports are not taken seriously, you may never receive another report. Assemble a workplace violence council including your HR leader, legal advisor, and security director, and preferably, a mental-health professional. Sometimes the risk becomes reality. Preventive measures, training, and personnel actions can’t always predict and prevent the myriad vagaries of human behavior. Preparing your employees to survive an active attacker is a logical part of any WPV Prevention and Response program. Such training need not be burdensome nor protracted. The simple act of thinking through “what ifs” with employees to strategize where to run, what rooms and offices have locking doors to provide concealment, and what items in an office can be used to fight an attacker, is time well spent. Employees who understand that their safety is your top priority and that everyone plays a role in ensuring a safe environment, will develop the stewardship mindset and contribute to an effective and credible workplace violence prevention program.
